About this Report
The Utah Department of Health (UDOH) Public Health Outcome Measures Report (PHOM) provides up-to-date information of Utah priority public health objectives in an easily accessible online format.The public health measures (also known as indicators) included in this report are drawn from over 190 'Indicator Reports' that form the heart of the Indicator-Based Information System for Public Health (IBIS-PH) website. Many of the PHOM Indicators utilize the National Healthy People 2030 (HP2030) objectives that include national targets for the year 2030. Please note that the HP2030 objectives were released in 2020 and UDOH programs are still transitioning their related objectives to align with HP2030. When applicable, programs use the same targets for Utah and in other cases they develop their own targets (e.g., Utah already meets HP targets or there are no related HP objectives).
In addition, the Indicators provide standard information about why the measure is important, how we are doing as a state, and what is being done to address the topic.
Staff throughout UDOH, often in consultation with public health partners, chose these measures to best promote an understanding of the health status of the Utah population. The Utah Department of Health regularly examines these outcome measures to:
- Track and evaluate progress toward goals
- Enhance performance-orientation and overall accountability
- Develop, focus, and streamline data collection and reporting capacity
- Provide comprehensive information of Utah's health and health care system
- Guide policy decisions, priorities and long-range strategic plans
