The database is maintained by the Utah Department of Health, Bureau of Emergency Medical Services. The population estimates for years 1980-1999 were produced by the Utah Governor's Office of Planning and Budget (GOPB). For years 2000 and later the population estimates are provided by the National Center for Health Statistics (NCHS) through a collaborative agreement with the U.S. Census Bureau. As of November 22, 2017, the IBIS system has been updated to use a new algorithm which uses both ZIP and county information to designate Local Health District (LHD) and Utah Small Area. Queries by LHD or Small Area may yield different numbers than in prior months.
